In the immediate aftermath of September 11、2001、in his fourteenth year as Chairman of the Federal Reserve Board、Alan Greenspan took part in a very quiet collective effort to ensure that America didn’t experience an economic meltdown、taking the rest of the world with it. 作者簡介:
艾倫.葛林斯潘 (Alan Greenspan)生於一九二六年,在紐約市附近的華盛頓高地長大。他在茱莉亞(Juilliard)音樂學院修習單簧管,並成為職業演奏家,之後在紐約大學攻得經濟學學士、碩士和博士學位。一九五四年,共同創辦了陶森─葛林斯潘經濟顧問公司(Townsend-Greenspan & Co.)。一九七四年到一九七七年間,擔任福特總統旗下的經濟顧問委員會(Council of Economic Advisors)主席。一九八七年,被雷根總統任命為聯準會主席,直到二○○六年退休時才卸下這個主席職位。
Alan Greenspan was born in 1926 in the Washington Heights neighborhood of New York City. After studying the clarinet at Juilliard and working as a professional musician、he earned his B.A.、M.A.、and Ph.D. in Economics from New York University. In 1954、he co-founded the economic consulting firm Townsend-Greenspan & Co. From 1974 to 1977、he served as Chair of the Council of Economic Advisers under President Gerald Ford. In 1987、President Ronald Reagan appointed him Chairman of the Federal Reserve Board、a position he held until his retirement in 2006.

法國外交部的一次記者會上,外交部長顧緒奈就巴斯坦問題突然說出,惡劣狀況若是沒完沒了的繼續下去,法國也許會建議回到一九四八年第一次中東戰爭的結果上,讓約旦河西岸回歸原來的約旦管轄,加沙則回歸埃及管轄。

我和熟悉的法國記者四目相覷,從跑外交部新聞以來第一次聽到這樣的建議方案,我們又找了廣播記者的錄音再聽一次,沒錯,薩科奇政府對於外交確實有著不同於以往的思考。

這從他在選舉期間就敢宣稱他是以色列的朋友看出,因為法國國土上生活著總人口十分之一的阿拉伯裔,使得法國在中東問題上總是小心翼翼,旗幟鮮明的反對美國的伊拉克戰爭就是這個態度的反應。薩科奇竟甘冒大不諱的說出,對以色列的安全永遠不會妥協,標誌著他與席哈克的「過去」在形式上果真「決裂」。

第二輪選舉結果揭曉的當晚,他洋洋灑灑的發表治國藍圖,外交政策上從歐盟到地中海聯盟,從美國的朋友到不放棄非洲,讓法國人都重溫了拿破崙東征西討的歷史榮耀。

就任總統的當天晚上,薩科奇立即飛往柏林,與德國總理梅克爾就恢復法德軸心的問題進行磋商,薩科奇在「開放政策」中更找來了甘冒左派大不諱的顧緒奈當外交部長,人道主義優先的外交政策成為顧緒奈的招牌,更確定了法國將要在外交上有著不同於以往的新作風。

然後,是一連串目不暇給的外交動作:布魯塞爾舉行的歐盟高峰會議上,薩科奇穿梭於德國和波蘭中間,終於就歐盟新憲法條約達成了原則共識,結束了長達兩年之久的歐盟制憲危機;六月底,巴黎舉辦了達富爾問題的國際會議,七月份,除了主辦黎巴嫩各方和談的會議外,薩科奇三次出訪非洲國家,第一夫人薛西莉亞並到利比亞完成解救保加利亞護士的任務;八月份在與美國總統布希的度假外交中,薩科奇說出「法美友誼將超越布希、超越薩科奇」,隨後,顧緒奈就到伊拉克進行「傾聽之旅」,這是自2003年美國發動伊拉克戰爭以來,法國外交部長首次對伊拉克進行訪問。

外交上的動作頻頻,薩科奇對外交的理念和「意志」,終於在廿七日每年一度的外交使節會議上全然展現,面對一百多位海外大使,他發表了上任以來的首次重大外交政策演說。

首先是歐盟,「歐洲統合建設是法國的絕對頭等大事」,與歐盟執委會和歐洲議會密切合作是新的法國外交方針,薩科奇承諾在建立歐洲防衛體系,以及改造北大西洋公約組織上。

對土耳其入盟,法國不會阻止歐盟和土耳其的入盟談判,改變了他一貫堅決反對的主張,地理戰略學家黑斯堡認為「因為他認清了現實,畢竟歐盟其他國家都有著不同於他的立場」。

「伊朗製造一枚核武,或是伊朗被轟炸」,在歐洲國家希望和平解決伊朗核危機問題卻無法成功後,薩科奇是第一位歐洲領袖以高分貝和嚴厲的語調突顯「伊朗若因執迷不悟而受到軍事攻擊,將是一場災難」的立場,配合美國主動以武力威脅伊朗,薩科奇新而強有力的用辭讓專家大感訝異。

基於「法國有自己的獨立意識和自由」,薩科奇一方面強調法國與美國友誼的重要性,另一方面又呼籲應當確定外國軍隊從伊拉克撤軍的明確期限。他認為,只有經由政治解決,推動民族和解、將極端組織邊緣化、讓伊拉克各階層都能平等享受國家資源等,才能解決伊拉克問題。

聽完了薩科奇的長篇大論,印象最深刻的是薩科奇的外交政策上的務實風格,他主張八國高峰會議應該納入正在崛起的中國、印度、墨西哥、巴西和南非的觀點。

顧緒奈在其之後的發言,一針見血的指出,法國執行的不是同情外交,而是有影響力的外交,這是法國新外交政策的最好註解。

因此多在台灣待了三天
雖然覺得還蠻不錯 但必須自行回到部隊

Things quickly spin wildly out of their control. The children are focused on these strange objects, Mimzy, and the important mission on which they seem to have been sent. When the little girl says that Mimzy contains a most serious message from the future, a scientific scan shows that Mimzy is part extremely high level electronic, and part organic! Everyone realizes that they are involved in something incredible…but exactly what?The Last Mimzy features an ensemble cast that includes Timothy Hutton (Ordinary People, General’s Daughter), Joely Richardson (The Patriot, Nip/Tuck), Rainn Wilson (The Office), Michael Clarke Duncan (The Green Mile), and newcomers Rhiannon Leigh Wryn and Chris O’Neil as the children, Emma and Noah.
